Request to add a costume NPC for all the headgears in the game that aren't currently possible to be utilized as costumes. Could cost 5 MC to convert base headgear to costume and remove stats. Example is making a headgear like drooping cat turn into a costume.

The quest NPC will have huge costume updates on every coming update from now on, so this (a converter) will not be needed.
