Oh, this is sad. I didn't know that. I played some 99/70 mid and low rates and all of they had. Also it's a official item on bRO, but perhapsGravity made different items for different regions

to say something official / not is also hard. I always believe the official one is kRO. This server run on hercules emulator, and then its effect different than RMS. If something publish on RMS it doesnt automatically become official, because effect sometime has been customized..
