Increased Link Buff Durations

Given Link buffs from Soul Linkers are dispelled in all important PvP modes, I am proposing a longer duration for all Link buffs to 10-30 minutes.
I think it's a reasonable QoL improvement given it does not impact any of the competitive modes.
