Basically, if you are using a skill on gypsy/clown and you try to cancel the skill by swapping to another instrument/whip, it doesn't cancel it. So you would need a dagger to cancel it.

This is not a bug. It's the behavior in official servers at this moment. Although at one point in the past it was as you're saying (actually official servers considered that to be the actual bug).
Moved to Development Requests to be treated as a request.
The request is approved and is implemented in game. It's done )
Regarding speed pots, it's normal behavior.
