High Wizard AOE skill is not ground based

Hi All, I am new to this server. Excited to come back this game when I found this wonderful server.
I am trying to train a High Wiz for fun. But I realized the AOE skill is not ground based but is target cased.
Would like to ask is this intentional or bug?

Hi, I tried to use these skill but the mouse seem like single target skill
1. Stormgust
2. Lord of Vermillion
3. Meteor Storm

The cursor is the same.

But with AOE skills you can click on the area (ground) to cast the skill whether there is a target there or not.

Ah ok. I tried and it work as charm. Guess i been away for too long
Btw, i noticed the after use the skill there is a cool down. anyway i can do to reduce the cool down?
want to do combo like StormGust then Lord of Vermillion
