The item effect has been confirmed to be correct.

If your int is only 1, a 1% matk addition will be less then 1 and therefore won't appear in the stats window since it doesn't show decimal numbers.

Increase your int and try again.

Hi Extraterrestrial, Most of the costumes have been added to the Costume Shop NPC (Upper 3, Middle, Lower). A few costumes were left until another update /no1 1st class job suits may be inconvenient because it would not be possible to tell quickly if the opponent is a sniper or a clown. Topic closed
